Memorial Engagement Process

One of the city’s priorities is to take a collaborative approach to the development of the Orlando United Pulse Memorial to ensure it honors the victims, survivors and all those impacted by the tragedy. Critical to this effort is engagement and outreach with the victims’ families and survivors.

This process, outlined below, moves the city closer toward the goal of selecting a conceptual design by the end of the year.

Current phase and information

As of March 3, 2025, the City of Orlando has issued a Request for Proposals (RFP) to solicit a design-build firm for the design and construction of the permanent Pulse memorial. The goal is for this memorial to reflect the collective vision of the victims’ families, survivors and the broader Orlando community to honor the 49 angels taken on June 12, 2016, and to be constructed by the end of 2027. 

Proposals for the memorial are due May 29, 2025.
